This is a small teaball (4.5cm) on tongs. Simply squeeze the handles together to open the tongs up and put the tea in and then release so it holds itself closed. Then remove it when the tea is brewed to your liking. When you want to get the spent tea out just squeeze the tongs again to release and shake it off into the bin. Rinse/ wash and it's ready to go again when you are!
